These "question makers" can be put in front of a statement like:

SAFETY IS GENERALLY BELIEVED TO BE THE MOST IMPORTANT FACTOR TO

CONSIDER IN THE DESIGN OF A PRODUCT FOR THE CONSUMER.

in order to make a statement a question. Be Cautious. Who believes?
Is designing a paperclip the same as a power saw?
